Zambia has officially enshrined the right to free public education for every child from early childhood through secondary school with the recent passage of the Education (Amendment) Act 2026. Signed into law by President Hakainde Hichilema, this legislation solidifies a policy that began in 2022, ensuring that access to education cannot be easily reversed by future administrations.
The implementation of free public education in Zambia has already had a significant impact. Following the abolition of school fees in 2022, over 2.6 million children returned to classrooms, highlighting how financial barriers previously hindered access to education for many families. The new law aims to provide stability, ensuring that educational access remains a priority irrespective of political changes.
Zambia’s recent education statistics indicate a positive trend. In 2025, the country achieved a Grade 12 pass rate of 70 percent, the highest recorded to date. However, challenges remain. Education experts emphasize that while enrollment is crucial, the quality of education and resources must keep pace with the growing number of students. The experiences of other African nations, such as Ghana and Kenya, illustrate that simply increasing access does not guarantee educational success. Issues such as class sizes, teacher effectiveness, and equitable resource distribution need to be addressed to ensure that the legal right to education translates into a meaningful experience for all students.
